it strikes me very funny that the Japanese Gov, instead of the American gov is paying the survivors.

I agree it’s strange, but not in the same sense as yours.

It was agreed in the San Francisco Treaty, to avoid the failure of Versailles, that the both side would not ask for compensation to each other. The same goes to the Japanese-Korean relation: Japan paid certain amount of money to Korea and supposedly there would be no additional compensation.

To sum up, if there is anyone who should pay for Korean casualties, it must be the Korean Government. It’s very strange that everybody outside Japan seems saying that the Japanese Government, neither the Korean nor the American one, should pay for them. As a Japanese of post-war generation, I am always disappointed and irritated that everything concerned to the Japanese-Korean relation is understood, even in Japan itself, in the naive “Japan is always (I mean, even over half a century after the WWII) the bad guy and Korea is the baby-face” schema.
