So crows are people now?
Unless you subscribe to some variation of Pacific Northwest Native American mythologies, I’m going to assume that was just Google translation in action.

Like anything else, crows have a place in the natural system. They are scavengers, and will clean up when animals die, and keep populations of smaller birds in check.

Unfortunately, a major (or even not so major) human population center is not part of the “natural system”, but being relatively bright (for a bird) and very adaptable crows will move to where the easy food is, and breed like crazy.

James is right – the problem is humans providing them with lots of easy food. Remove or severely limit that and the population will decrease. But even in cities, it is probably not a good idea to “exterminate” crows – they aren’t the only opportunistic critter moving into towns and cities, and something has to fill the role of keeping the pigeons and rats in check.

And yes, the Hiyodori too… not pleasant if you happen to be a Hiyodori, but such is life.
