Cops raid massage parlor that employed high school girls

Back in November, I posted about a Japanese investigative news report that revealed a massage parlor in Yokohama was likely breaking the law by employing high school girls that would rub their bodies against male clients. It seems the police finally got around to raising the place and making some arrests:
Four men were arrested for violations of the child welfare law. Included among them was the manager who angrily avoided questions from NTV’s reporters in the previous report.
Eight of the girls working in the massage parlor at the time of the raid were under 18.

To be precise, being a high school girl does not necessarily mean under 18, but rather, many perverts just believe that being a high school girl is highly praised.
The highlight of the clip is… A girl who had once worked there was told like, “You do not need to worry about it even when policemen come unless you have touched [client's] nipples and such… since it is not illegal unless you do so.”
Be careful. Never let high school girls touch your nipples, otherwise your students would be arrested! Policemen, work hard!

It really depends on the type of service.
I mean a regular message done by someone of 16 should be allowed imo. Rubbing your body sensually against the client’s shouldn’t be allowed. But it seems this was a case of the latter, so it’s almost a sexual favour, and that’s just wrong.
