I think the whole point is seeing something you normally don’t get to see, or somehow being involved in a private aspect of a complete stranger’s life. There’s a lot of psychology behind it which I don’t understand, but I have read several papers on the mentality of voyeurs and chikan. It seems a majority of them don’t have any real social life to speak of and are often detached entirely from what’s real and what isn’t.

I guess the moral is: make friends with otaku and hikis so they don’t resort to stuff like that
