Those devices have been along for at least 8 years. That’s when I saw them first on guided tour I took on a vacation. Probably they’ev been here (a lot) longer. Strange for them to presen this as something new, or has it been innovated in some sense? Maybe the audio is directional? I’ve got no clue what they’re saying…
The ‘test’ in a hallway isn’t too impressive to me: the guy probably could have talked normally and still be heard in a hallway.

The devices with a mic and a speaker (not this particular type though) I saw being used in Akihabara when I was there in July.

I guess the just wanted to make people more aware of these things and how practical they are, probably the device that was shown was also a new model. Of course the technology behind that is nothing new and such megaphones have been around for quite a while. Maybe this device has a better usability factor. ;)
