I mean, seeing that they had to hold up the release of the after shot to photoshop a beard out says something. The smallest differences throws people off - so its not suprising to me that he could successfully go in for surgery several times. It's true that a plastic surgeon is probably better placed to imagine what a person would have looked like prior to surgery, but I think its within the realm of possibility. I doubt it would be the first thing that crosses their mind in the morning - hey better be on the look out for criminals that have undergone multiple cosmetic surgeries and now look nothing like their mugshots.
