The vast majority of music in Japan is licensed and copyright-controlled by JASRAC (Japanese Society for Rights of Authors, Composers and Publishers), an extensively corrupt, bloated, hated, harmful, ineffectual, monopolistic, and overall evil organization, but I will not be getting into much detail here.
What JASRAC does is offer package deals so that entities that can afford it (like TV stations) can pay a set price and use any music they want to in JASRAC&#039;s library. This is quite convenient for people who are making the TV programming, which helps retain JASRAC&#039;s monopoly on the music copyrighting market.</description>

		<description>So the guy basically damages every hair as much as possible with the knife, then randomly cuts off pieces (or maybe they&#039;re just breaking off from the damage).  Hard to believe anyone would be dumb enough to go back for more from that guy.</description>
