Yeah, razor cut hair is also for scenester hairstyles using a razor comb. Not seen sushi knives used to cut hair before though – lol.

Yes they do … sort of.
The vast majority of music in Japan is licensed and copyright-controlled by JASRAC (Japanese Society for Rights of Authors, Composers and Publishers), an extensively corrupt, bloated, hated, harmful, ineffectual, monopolistic, and overall evil organization, but I will not be getting into much detail here.
What JASRAC does is offer package deals so that entities that can afford it (like TV stations) can pay a set price and use any music they want to in JASRAC’s library. This is quite convenient for people who are making the TV programming, which helps retain JASRAC’s monopoly on the music copyrighting market.

So the guy basically damages every hair as much as possible with the knife, then randomly cuts off pieces (or maybe they’re just breaking off from the damage). Hard to believe anyone would be dumb enough to go back for more from that guy.
