Pile of cash found inside lump of concrete

A recycling company in Gifu found 3,000,000 yen in cash inside a lump of concrete (displayed in this video in a typical Japanese police drug bust fashion):


It is believed that the piece of concrete came from part of a building in either Aichi or Gifu. Police have collected the money and are waiting for its owner to come forward and claim it.

Wouldn’t it probably be whoever owned/built the building? Maybe as some kind of good luck type thing to prosper?
