I just want to know if the results are still judged in the following way:

Gaijin tests positive = positive, tell the press, throw him out and deport him

Japanese tests positive = "inconclusive", test him again
Japanese tests positive again = "inconclusive", test him again
Japanese tests positive a 3rd time = "positive", but less serious, becasue there were already 2 "inconclusive" results!

The term used in Japanese, 抜き打ち尿検査, is "without warning/sudden urine test."
