		<description>If all that the plant produces is really CO2 and ash why is there the tallest smokestack in Japan?  Smokestack height is to dilute pollutants by sending them on the winds to other areas.

This was a promotional puff piece and a better story would have looked at the history of Tokyo&#039;s &quot;garbage wars&quot;, where the incinerators ended up sited, the lawsuit by the US military against an incinerator next to their base for dioxin emissions, etc.</description>
