Guinness recognizes Japanese song download record

Thelma Aoyama’s hit “Soba ni Iru ne” is currently the best-selling song as a full mobile download (chaku-uta) in Japan. That title has now been officially recognized by the Guinness World Records, and Aoyama has been presented with her certificate.
The Japanese language article about this notes the Guinness record is for Japan (“日本で最も売れた着うたフル楽曲”). Is it a Guinness Local Record instead of a Guinness World Record?
