Pakistani agents may have ordered kidnapping of Japanese NGO worker

New developments in the investigation into the kidnapping and murder of a Japanese NGO worker in Afghanistan:
A statement issued by the National Directorate of Security said that Adel Shah, one of the two suspects arrested by Afghan security forces, made the confession while being interrogated over the kidnapping of Kazuya Ito, a 31-year-old agriculture expert from Shizuoka Prefecture who was working with Peshawar-Kai, a Fukuoka-based aid group.
Shah said the operation was planned by Inter-Services Intelligence and that the kidnappers were paid a high sum to carry out the plan, although the statement did not say how much money was involved.
An NDS spokesman told Kyodo News earlier that the ISI might have been behind the slaying.
Pakistani intelligence agents have supported the Taliban in the past, and some say they’re still backing terrorist activities within Afghanistan. However, given the way interrogations are probably carried out in Afghanistan, the information about Ito’s killing may not be reliable.
