Sounds reasonable to me. I’d assume that someone dumb enough to announce such a plan online is also dumb enough to not remember which line Ueno Station is on.

I’d arrest him. Both the Saikyo line and Ueno stations exist, so maybe he just got confused. It’s just another douchey person trying to expose some hole in the system.

The next person needs to threaten to attack areas that are independently non-existent.

Something like,
“I’m going to launch an indiscriminate attack at the flying elephant bazaar in the Chiyokadoro ward in kitahouchan. Beware the next time you’re out shopping for aerial beasts at factory-price rates!”

Hey, think of it this way.
The people who have little to lose are performing a public service for the rest of by testing the limits of acceptable lawful behavior, and teaching us what we can and can’t do by specific examples, and are weeding themselves out of the population at the same time. Go Darwinism!
