They would ask you for a cellphone address if your IP is in Japan. I use KDDI as my ISP and they asked for a cell address when I invited mys-- er, "someone else"... This is to keep people from having dozens of sock-puppet accounts, though it seems it hasn't curbed the trend since I still get lots of "footprints" from people with only "Make lots of money! come to my site" or "click here for nekkid pics!" in their profile.
