As long as I know, most of them are naively pro-taiwanese as a reaction to their resentment toward the koreans. Maybe a faked marriage is easier to arrange than obtaining one that works. Like the case recently were a deported zainichi was arrested for entering Japan illegally. He said people made fun and looked down on him because he didn't speak Korean and he could only live in Japan.
