Justice Minister Kunio Hatoyama + Wacky Costume

How can the government make the general public more comfortable with the new lay judge system? How about having Justice Minister Kunio Hatoyama dress up in a wacky costume:

The photos were taken at an event introducing the Justice Ministry’s new regional mascots. After putting on the costume, Hatoyama declared it to be uncomfortably heavy and hot.
