		<description>Obviously, Claytonian has hit on the crux of the issue here. The trouble is that due to Article 9 restriction, the SDF is unsure when exactly a monster is attacking or merely stumbling around lost. They have to wait for the first volley of radioactive fire breath before using beam weapons. Sigh.</description>
