Kojima Yoshio (小島よしお) was the surprise comedic hit of 2007 so your comparison to HG is not far off the mark. Actually, it’s getting to the point where you can say he WAS the new HG since his act is already getting a bit stale. The beginning part of this segment (not seen in the clip) had him trying to come up (and bombing) with a new joke.

Everyone is supposed to be dressed up as a famous person or character. Don’t know who is supposed to be who other than Kojima Yoshio is supposed to be Kojima Yoshio (I think) and the last guy is supposed to be C-3PO.
