I guess you must be a Korean, or you must have heard it from them. Firstly, children between Japanese woman and foreign man are regarded as foreigners, and they can never be Japanese until 1985. Secondly, Japanese never think they are not good-looking, rather they used to think Western is not good-looking especially during WW2. (They were in the middle of the war, and they were educated to hate the enemy.) Thirdly, Japanese woman who got marry with foreign man were looked down during meiji period. All of considered, there are no reasons why the government arranges the marriage. That is a stupid story.
