Gambling is not so much illegal as carefully controlled. Betting on the horses is legal, for example, as is cycle races I believe. Gambling in pachinko is legal too – but not for money. At least not directly, though this has to be the most open secret or flouting of the law in the country.

Of course, let us not forget that pachinko was invented by the North Koreans and that some pachinko parlours in Japan are run by the North Korean Choson Soren. Even the Yakuza don’t mess with them…
