Clearly the fault of not being printed on arrival! In fact all furriners should wear restrained collars so we can track their every movement! In fact, looking at the Japanese article, I suspect he's a zainichi. They say 韓国籍, rather than 韓国人, and while I don't know for certain, I suspect that means he's a zainichi rather than a 'full' foreigner. Also he's unemployed, and while it's certainly possible to be unemployed in Japan as a foreigner (yes, legally) it does lend weight to the zainichi idea.
