I think you’re assuming the majority of Japanese people use condoms (or any form of birth control besides pulling out), which I don’t believe is the case.

The average number of sex partners for those who have contracted STD’s was 37!!! And they are still teenagers.

The other issue is that it is probably more correct as those who have been diagnosed with an STD as some of those interviewed may have STDs and not know it.
