A clip from a Japanese TV show about Patrick, an otaku tour guide in Akihabara:

The Japanese YouTuber who uploaded it thinks the guy in the video is Patrick Macias, linking to his blog in the video description. Perhaps he was confused because Macias had an encounter with tour guide Patrick in a recent Akihabara Wars podcast?
