		<description>The family registration system is convoluted, antiquated, and frankly, completely retarded. Yes they could just do a paternity test, but they won&#039;t until it&#039;s gone through 15 committees, 49 votes in the Diet, and at least 75% of the people discussing it now are dead. 

It&#039;s like pretty much every government on the planet. Very resistant to change.</description>
