So, what’s the source of that odd European-looking clip towards the end? I couldn’t understand a word of it but I’m guessing the host couldn’t stop laughing at the high-pitch of his guest’s voice, despite the apparent tragic nature of the report.

That clip is actually from a Belgian TV sketch show. Everyone in Belgium knows it’s a comedy clip (and thus fake) but the rest of the world doesn’t for some reason.
