Actually they might be just plain *the* worst offenders. They clearly don't care that they are harming the environment, they've never minded killing harmless animals, and if you tell them that a species is endangered, they will fabricate some data to prove you wrong and then immediately forget that they simply made those numbers up. All fisheries are nearly impossible to reason with – money does weird things to the brain, makes you stupid – but in Japan that difficulty is coupled with a surge of nationalism. The only people who can change Japan's policies are the people of Japan...and I don't see any of them stepping up to the plate. It is a depressing situation.
