Here’s an interesting Japanese TV news report on bad manners in China and the government-run campaign to improve the behavior of citizens before the 2008 Olympic Games:

A summary for those of you who don’t understand Japanese:

    1. They approach some Chinese women on the street and ask them if they are aware of the campaign against bad manners. The women respond by saying that they don’t see anyone else changing their manners, so why should they?
    2. Footage of various Chinese practicing bad manners: eating/littering, spitting on the street, handing out ads in subway cars, not forming lines or acting in an orderly manner when boarding/getting off trains and buses, bikes ignoring traffic signals, crashing into eachother and having arguments, etc.
    3. They take their camera’s to the Bund in Shanghai and ask some foreigners to share their experiences: waiters at restaurants always bring food that you didn’t order & people spit in public every chance they get and it’s disgusting.
    4. The Chinese government is taking measures to improve manners before the 2008 Beijing Olympics and the 2010 Expo in Shanghai. Shanghai city is using the slogan “Let’s become likable Shanghai-ites” to promote their manner improvement campaign.
    5. Booklets have been produced to inform citizens about this issue. They are warned not to smoke in public, litter, spit in public, go out in their pajamas, yawn while walking, panhandle, play cards, hang their laundry outside, and so on.
    6. The report ends with one Chinese man saying, “Likable Shanghai-ites? I think that’s great, but I need somewhere to hang my laundry.”
