Gunma prefectural police car stolen (while left idling and empty)

An amazing tale of crime, from Japan Today/Kyodo:

MAEBASHI — A man stole a police car from outside a post office in Maebashi on Monday because he was too tired to walk home, Gunma prefectural police said Tuesday. The man, identified as Akio Ikezawa, 47, was charged over the theft of the patrol car.

According to police, the two officers had left the car idling in the parking lot of a post office while they went to make a check of the building shortly before 5 p.m. Ikezawa, who was walking home, told police he was exhausted and took the car to drive the rest of the way. He pulled into the driveway of a house about five kilometers from the post office. He told the woman resident who came out that he was a police officer and asked if he could borrow her car.

Police picked Ikezawa up shortly afterward at his home.

So, who was dumber in this case: the police officers or the criminal?

I would have thought it was a foreigner that stole the car.
