More news on Foreigner Crime File
Update: FamilyMart has issued an apology for the sale of the magazine, so we are calling off our boycott on FamilyMart.

There have been some new developments in the story of the “Foreigner Crime File” magazine/book, so I thought I’d share a few with you:
As of February 5th, FamilyMart has stated that they have instructed all stores to remove the magazine from their shelves immediately.
FamilyMart Co. has responded to a Japanese language complaint e-mail sent by Ponta [original Japanese here]. Here is his translation:
Subject:Apology to (Ponta’s name)
Date:2007 Feb 5th
Thanks you for using our shops and for viewing our homepage.
We have received your opinion about gaijin ura file. The publisher just informed us of temporary title and we sold them without confirming its content. We started selling it from January 31st, and later we have found that there are parts that are inappropriate expressions in the magazine and so on February 5th we informed all our shops to immediately remove the magazine. We have had a precious opinion, and we’ll be paying attention to the customer’s opinions.Lastly, we hope you’ll enjoy Family Mart just as ever.

Now that FamilyMart is stating that they have already ordered the immediate removal of the magazine from their shelves, it is up to us to confirm that stores are actually complying. If you find a copy on the shelves of your local FamilyMart, take a picture of it or buy it and send a picture of the receipt to us. A good example of a receipt photograph would be the following, taken by Japan Probe reader Erik, who was able to purchase a copy of the magazine in the Motohasunuma area of Tokyo on Feb. 4:

and just like that, Japan will pretend that the whole incident never happened, no doubt.
Don’t hold your breath waiting for any form of apology, unless the Japanese mainstream press start covering it. If I were a betting man, I would bet against that happening anytime, ie before the sun becomes a white dwarf and hell freezes over.

Do you think that this issue will gain attention from the the Japanese? If enough gaijin protest about this, maybe. But it’s likely that Japan will hide the dillema and pretend the whole thing never happened, like fukumimi said.

As an American, I am not the least concerened by this publication. If foreigners commit crimes in Japan, they should be singled out, punished and criticized. Even if only a small minority of crimes are committed by foreigners – eliminate those criminals first since the perpetrators are easily identified and then move on to domestic criminals. The reality is that many foreigners are committing crimes in Japan. I have seen Africans committing crimes in Kabuki-Cho and I know US servicemen, tourists, ALT’s all have committed crimes in Japan. Just look at the arrests of ALT’s for marijuana recently.

Vince, I posted on my blog about the actual number of arrests of foreigners in Japan; to say that “if foreigners commit crimes in Japan, they should be singled out and punished” is no more meaningful than saying “If Japanese people commit crimes in Japan, then Japanese people should be singled out and punished.” You may know that various foreigners commit crimes, just as I know various Japanese commit crimes (just watch the TV news for a week). As with the Japanese, it’s only a tiny minority of foreigners who commit crimes. Blame criminals, not ethnicities.

One thing is right, that foreigners can never equal native people. If you are a foreigner act as one otherwise you will be insolent.

Vince, I am African and I work in Tokyo.
The vast majority of foreigners (yourself included, I hope) come here, as they have a right to do if lawfully admitted into any country in the world, to work, study, tour etc with respect for the host country. Would it be right to profile you, Vince, as a potential criminal because a few US servicemen have committed crimes in the past in Japan and you also happen to be American?
And openly insulting non-Japanese (such as the Ni**** quote) in publications on sale at prominent establishments such as Family Mart does say a lot about Japan. But I don’t want that to detract from the wider debate on the whole anti-foreigner thing in Japan. In some cases, the anti-foreigner bias makes one laugh as it is harmless, in others (such as this) there’s a danger in there.
I suppose people rationalise things e.g. when you say they mean US servicemen, Africans etc. Do you believe that the everyday Japanese (or everyday people elsewhere in the world, for that matter) people who don’t know you and who meet you as you go about your life/work etc know or care whether you’re a US marine or an American business exec? Or do you think people will take the time to find out your profession, charitable deeds etc before judging you?
This being Japan, I am certain the issue will attract very little to no notice by the Japanese people themselves who can change such things. Unfortunate not just for foreigners but for Japan as well.

The year 2007 is starting off in an interesting direction…
I) Establishing the Ministry of Defense…
II) The Ministry of Education plans to ‘…strengthen the nationalistic feeling and education in Japanese schools…’
III) The Ministry of Health statement: ‘Japanese women are just breeding machines.’
…and soon after… there is “GAIJIN HANZAI FILE”…

I’m not sure how much this will lend to the issue, but, those pictures (the ones that have been posted on the ‘net with the gaijin-Japanese woman couple) aren’t new. The men’s weekly Friday (I believe that’s the name) had those same pictures during the week of New Year’s in an article about how Sibuya/Roppongi/Sinjuku etc are becoming “lawless” states. And all the perpetrators were…gaijin.

You KNOW many foreigners are committing crimes in Japan do you? Could you quote some concrete examples other than your one? Figures? Percentages? Cos I think youll find your use of the word “many” is mis-placed.

I am one of the people who went to my local Family mart store and complained loudly in Japanese to the staff, expressing my indignation at the contents of this racist magazine and requesting them that they remove all copies from their shelves. The manager was not there at the time. I would like to thank Family Mart for listening to their foreign customers`s opinions, and I will certainly use Family Mart again for my needs. Their actions have given me hope.

Well,
Now we know about the problem and in Japan it
seem that it is possible to state it openly.
I guess in most countries the issue remains hidden.
That is how we feel towards others not of the same
origin.
The problem is how to fix it?
Just my Western mode of thought but how about a lawsuit?
I will donate to cover the costs

Anyway I have seen news broadcasts on this issue in
other Asian countries and it is scary to think that there
is such deep hatred towards international residents.
I would be interested in hearing other stories of this nature from other parts of East Asia.
I would like to know why such a story does not have wide scale coverage.
If this were in US, Canada or Australia it would be
an International Headline.
How does say Japan or other parts of Asia protect themselves from global scrutiny?
Can any Japanese comment on this phenomenon and whether they would purchase such racist trash?
Also. I would be interested in hearing stories of how Japanese long term residents in Western countries feel about there treatment in the West?
As difficult as it is to get beyond the initial feelings of disgust I think the only sane way is to discuss this phenomenon.

Most foreigners are good people. But in last couples years, the whole crime rate has become higher in Japan, and especially the crime number by foreigners has increased.
The recent ranking of crime number by non-Japanese in statistics is : No. 1 Chinese, No. 2 Koreans. This fact has nothing to do with prejudice or discrimination. It’s well known that some Chinese crime groups have been very active.
