Perry&#039;s arrival definitely ahd an impact, but was hardly the only precipitating factor in Japan&#039;s civil war and the concurrent Meiji restoration.  In order for Perry&#039;s arrival at Shimoda to have had the impact that it did, conditions for a complete upheaval of society must have been at least partially in place, which they were.

The point of the article on George Mason&#039;s HNN site was not that Perry was the only factor, but seems to be targeted at Americans who think the Pearl Harbor attack more or less came out of nowhere.</description>
