The Alliance was originally designed to counter Russia, and later expanded to give the UK free reign in India, and Japan in Korea, and was never a real threat to the US. However the US did and I believe still does compile invasion plans for pretty much everywhere (I believe Canada is on that list too), and this sounds like it was drawn up at about the same time as Operation Orange and Operation Red etc when the US was drawing up invasion plans for various Pacific countries. I do not think Mr Corbett's conclusions - that this was drawn up to counter the UK-Japan Alliance - are tenable based on the information given here. Possible, but not shown, only implied.
